National Council of Vocational and Research Training is a constituent board of NCVRT Vocational Education Council established under article 29 & 30 (1). Constitution of India and legally incorporated under Ministry of Corporate Affairs, Government of India offering certified skill programs of Advanced Diploma/ Diploma/ Certificate under the scheme of Additional Skill Qualification Training Programme (ASQTP) in the form of value added courses/ Self Employment courses by setting and maintaining standard in skill based vocational education in the country.
The Scheme of Additional Skill Qualification Training Programme (ASQTP) is being implemented through NGOs in the country. The mandate of the scheme is to provide vocational skills in non-formal mode to non-literate, neo-literates, persons living in rural and urban areas with rudimentary level of education, and people who cannot pursue higher education and focuses only on pursuing vocational education.
The skill level and educational attainment of the workforce of any country determines the productivity as well as ability to adapt to the changing industrial environment. In India the majority of the workforce does not possess marketable skills which is an impediment in getting decent employment and improvement of economic conditions. The reasons basically are – large percentage of population living below poverty line, early school drop outs and non-availability of sufficient institutes to cater for millions of persons who enter the market every year. The skilled development at present is taking place mostly in an informal way i.e. acquiring skills at work places.
